He had been able to wield the Keyblade since Terra granted him the power to. Since then his own Keyblade has responded to his state of heart:

Soul Eater = Darkness

Keyblade of People's Hearts = Possessed by Ansem

Way to the Dawn = Light and Dark

Sora, on the other hand, doesn't have his own Keyblade. He can wield the Kingdom Key because of Ventus.

Soul Eater = Darkness

Soul Eater is not a Keyblade.

Sora has his own Keyblade, the Kingdom Key. When Sora uses Ventus' Keyblade is only during some of the drive forms.

Riku got the ability to wield the Keyblade when Terra performed the Keyblade Inheritance Ceremony with him in BBS. Sometime in KH2, his sword, Soul Eater, either transformed into a real Keyblade, Way to the Dawn, or he just found WttD, dropped Soul Eater somewhere, and went on his way. Sora got his ability to wield the Keyblade when Ventus's heart went inside him at the end of BBS. This clear up some?

I think he got his keyblade when he took on the appearance of Xehanort's heartless because I thought somewhere in kh2 that the reason why he got a keyblade was because he sacrificed so much for Sora. At least, that's what I think Ansem said.

The Kingdom Key isn't part of the X-Blade. That is it's design because it is like it is the combined forces of the Keyblade of Light and the Keyblade of Darkness. Light and Dark together. Sora can wield the Kingdom Key because of his good heart, Ventus giving him the ability to wield a keyblade and because Riku was taken in to the darkness.

As for the original question. Way to Dawn is Soul Eater, but in an evolved form, which is why Riku still refers to it as Soul Eater. He doesn't think that just because it's changed it needs a new name. Oh and Soul Eater is a keyblade. No matter what people think. It has all the powers of one everything. When Riku refers to the Keyblade in KH1, he refers to Sora's keyblade, which he sees as better than his own.

Soul Eater isn't a Keybalde, it is a sword of darkness. The more darkness put into it, the stronger it is. It has none of the distinguishing features Keyblades have. Namely the Keychain and the 'teeth' of the key. Also, refer to the description of it in Days "A sword that swims with darkness."
