They only showed those people because they are the ones who's hurting will be mended by Sora. Roxas is in Sora. Xion was completely destroyed and forgotten. Anyway, if Axel's heartless was vanished, then he is currently reforming, just as Xehanort is, and possibly any other members of the Organization. The scenes with RAX at the clocktower, Terra and Ven at LoD, and Namine at the mansion were entirely symbolic. They never happened. Axel... well, it depends on where he lost his heart, and whether or not his Heartless was defeated (probably has). Roxas and Xion have returned to Sora, though the traces of Xion are deep, deep within Sora. If not, well then we can't be sure thats right like @the end of re-coded they talk about how if a person's heartless and nobody are defeated they eventually reform and comeback i think the same will happen for axel if he has a heartless, or maybe his heartless will be seen in future games? who knows?? Then the heart is released. When the Nobody is defeated, it dissappears and reunites with the heart, bringing the Somebody back.
