Well, idk if this has been said. But from the trailer Xemnas can use a keyblade. I mean the guy in the chair has a nobody symbol and the suit is the pretty much the same suit that Xemnas wears at the end of KH2. So the real question is why did he not use a keyblade. My guess is that Terra's heart was sometimes able to be controlled and other times not. So, he did nto want to risk using a keyblade and losing control of it at times without knowing when.
