I'm not exactly sure how Roxas can "come back" seeing as he kinda melded back into Sora in KHII, and I'm not sure, but I've kind of come to view him as a cross-Nobody of Sora and Ventus (I don't know, I'm just confused by this whole thing). But YES, Axel can and SHOULD totally come back! Much easier than bringing Roxas back when you consider that he is of one person (Lea).
