I think Hawk is referring to how in the old school Sailor Moon dub, Uranus and Neptune were turned into cousins, when in the Manga, and Anime's they're straight-up just not lmao they're lovers.

There was a time where a large enough chunk of the fans didn't know that the old dub had covered up the relationship by making them cousins and still chose to ship the characters

That's what I mean: whether the familial relationship is canon or not, the people will continue to ship the characters unimpeded
