The first 10 minutes is a long ass monologue by Batman about how he needs criminals to fear him and he wants them to fear the shadows as he can't be everywhere. And they show it exactly as that, people are looking into the shadows and being afraid.Batman is this mythical figure that people are afraid of in the shadows, he's the boogie man of GothamAnd the movie does end with Batman wanting to be a hopeful person to the city, but that's not something the criminals know about.
