It's a bit tricky how it'd work out but most of it would be internal

where the stakeholders of CDPR and their product would have influence not so much on who works there but the future prospects of funding of their products

some upper senior staff member would get jipped, a few managers would get shifted around, and devs would also leave

It's all stuff we the public wouldn't hear about as well

If it's devs then probably yes, MMOs take a long time to develop. They might've given him the job of presenting the game to the general public and overseeing the marketing/launch though, so it might actually be launching soon. Not much point in making tweets like this if the game is still in early stages.
