Because Syndicates idea is that you play as brother and sisters with different storylines

Odyssey on the other hand are brother and sisters with the same storyline

Dishonoured 2 also had a choice. And Emily is the canon one, but Corvo is there for a different gameplay (he has DS1 abilities) which increases replayabilty
