Nomura said the pre-rendered cutscenes were making him afraid that he'd run out of space. I guess in the end he just gave up on pre-rendering everything.

Yes, but I would imagine that Nomura also had some form of decision making or consulting when it came to how much the trailers would show, and if he didn't, that's incredibly firetrucked up.
