Well while i hate how f15 was handled with all the dlc i consider it complete and everything after episode ardyn to have been the first true EXTRA dlc content (plus they were gonna be non canon story wise)

They probably did but that's not really a good enough reason to many of them. There are ways to stick to turn based combat and update it in a way that makes a very different game to what was originally conceived.
