Yep, it's like they have this huge reference pool to draw from, and based on what they need, that's what they will pull from the Legends brand of Star Wars related mythos.

I mean he's not exactly not canon. He can be canon if Disney wills it. He's basically maybe canon like the rest of Legends.

Also Luuke isn't even part of a weird story if you have context. The Thrawn Trilogy is really good.
