Yes because it's been stated plenty of times releasing the heart is enough to return the person, Nomura specifies in an interview Nobodies are the complicating factor. The KH that Xemnas made also resulted in exceptional circumstances as stated by Nomura too

There's like different tiers of "strong-willed" in kh
1. you just die and go to the afterlife.
2. You die by a heartless and just become a heartless and nobody.
3. You have a strong connection to someone whether it's hatred or loved and become a physical possesion of some item.
