You know, I don't even blame Terra for at first taking Hook's side. Because, from an outside perspective, he really does seem like the victim in this situation. Is Hook a bad person? Yes. Does he deserve punishment? Yes.

But Peter is hardly a saint either! If he wanted to simply halt Hook's villainy, he'd simply kill Hook and be done with it. But that isn't enough for Peter, oh no! He has to feed his sadism by being needlessly cruel to Hook! Even to the point of traumatizing Hook by cutting his hand off and feeding it to the crocodile! Which, let's not forget, broke Hook so much that he now goes into a panic attack simply at the sound of a ticking clock.
