i never said someone said it but Nomura has set this up he's known for the twists in kh remember? having xehanort and neo org be 12 of his selves fighting 7 lights (with spares of course) and then he made sure this time its 7 darknesses against 13 lights cause MoM and the Foretellers are the bad guys the way he wrote them. the whole point of MoM's plan was that they werent able to defeat darkness at that time, so basically they are sealing them to buy time until that power exists, and each darkness is defeated while inside their vessel, so it would make sense for the next story for Sora to gain that power and be the one to destroy each darkness one by one, like he gained the power of waking before now he needs a new power
