Well, every distract/area has its own Composer and they have their own Game Masters, who then have their own Reapers.. So it can absolutely incorporate Shinjuku

Well,in the game, Shibuya is split into two.. UG and RG.. Underground and Realground

Riku is likely the only one roaming the realm of the living, while Sora’s the one in the game

Underground is where the game takes place, a “Shibuya in the same space”

It’s not that confusing.. basically real ground is just... Shibuya. And underground is where everything happens, where no one can hear you scream or come to your aid aside from your partner
