I reckon Riku would have been able to dual wield in KH3 after Repliku's heart entered his. Heck, even Kairi would have thanks to carrying Naminé's heart! KH3 could have been the game where the destiny trio were all able to dual wield. How incredible would that have been? As far as I know, it's not been stipulated that the second heart one carries must be that of another Keyblade wielder for one to be able to dual wield.

I think Riku for sure, especially after RR gets the Way to the Dawn. But, Kairi seems like a bit of a stretch

Repliku was with him throughout the game though, doesn’t that count for something? Also it’s not as if he swapped keychains or anything and it’s the same keyblade, he had one, lost it, got a whole new one, and WtD gets fixed

Roxas could dual wield because Sora can dual wield.

Sora can dual wield because of Ventus.

The only thing Xion did was die and have Roxas unlock it through his will to remember her or something, as per an ultimania interview.
