Because all 13 that we fight already had animations to work with and those 2 were just backups

It's mostly because they arent part of the real org

They were in Demyx's words 'benched' and Vexen ended up abandoning the org altogether and just dragged Demyx around with him.

By the time of the Keyblade Graeyard, Demyx and Vexen were no longer members or even back ups.
