I honestly think it's a possiblity the game was never completed at launch and due to pressure from higher ups and unfortunately the fan base. They pushed a game out to hold everyone over until they could complete the end game stuff. It honestly looks like more than what could've been done in a year especially if Scala is as big as the rest of the world's in the game. I genuinely think that nothing in this dlc package is content that is brand new except for maybe Yozora. To be perfectly honest I would have expected a dlc of just Yozora and org bosses.

We have to remember all of the closed door theatre trailers, all of the information given in interviews since 2006, they are all part of this same one vision. I'm not saying the game is unfinished

What I am saying is that from every single piece of information that we have, it is clear that much of what is in this dlc (FF characters, other playable characters) are things that were clearly planned to be in KH3 from the start. It should now be obvious to everyone that Nomura was not satisfied with the KH3 that was released on January 25th 2019, and neither was half the fanbase. It was just rushed for release.

Rushed for release doesn't mean it was broken or anything, it just means that the Disney was prioritised over the actual KH side.

In terms of planning and pre development, nothing in the dlc is new and that's honestly sad that it is this way.
