He said as he literally had Kingdom Hearts begin to cover the world in darkness.
You can look at his justifications all you want. It was clear that he wanted a Keyblade War for his own, selfish curiosity to decide the fates of others as an autonomous leader so everyone would bend to his will w/ no known definite effects of the repercussions and no care of the collateral damage that would come from it. He was clearly enjoying the aftermath of those he hurt as a result w/ his sadistic reactions. Xehanort was a villain to the end and held his convictions until he was knocked down and defeated, which is something that makes him such a great villain. He had an unwavering ideal to the end, even as darkness corrupted his very being. In the end, he held onto it and let go after a worth adversary rebutted the ideals for controlling fate, knowing the future was in good hands and was able to depart w/ his old friend.

I would say we could block and deflect the ball towards Pete instead of dodging it if KH3's block wasn't so horrendous.

Xehanort is definitely wise about controlling and utilizing power instead of tossing it aside b/c other ideals deem it unworthy and blinded by the light, but let's not forget that he was a bit hypocritical, became corrupt by that very darkness he wielded, and let the power go to his head.

You know something else, in kh bbs, Vanitas says "countless Keyblade wielders will flock here to fight for the X-blades power and the light of kingdom hearts. And when that time comes the Keyblade war will begin." That means there are countless other Keyblade wielders still alive in the universe of kingdom hearts. But where are they?

I've also grown to appreciate how AnsemSoD and Xemnas grew to have their own personalities and takes on the situations, breaking from the idea that they were just Xehanort from different eras.

The lights of the past, perhaps.
