This tweet is from 2016 so it's quite some time ago, but I still think it's interesting Steve said this at the time.  So maybe they're saying this under a non-disclosure agreement after all!  But we'll just have to see

Interesting. It could be a possibility. But it'd feel weird having these characters be in DLC as opposed to the main story. Because given how important the Hollow Bastion Restoration Committee is, it'd just feel weird leaving their story unresolved. I'm sure we're in for some surprises, but like you said, we can't rule out DLC. Let's just hope it doesn't come to that!
