I got the impression when Aqua transformed the Land of Departure that it was something past keyblade masters had developed for that world alone. But then again that's just an impression. Maybe like the world being set in the future and Sora somehow gets sucked into the future for that world and has to beat Xehanort and the Seekers just to return to his own time. It might be similar to KH2 where you have to go in front of the door and talk to Riku or Mickey before going behind that door to confront Xemnas. If they do it like that then there probably won't be chests and random encounters. At that point it might as well not even be called a world in my opinion. Though to be fair nothing would surprise me when Nomura is concerned. We already had time travel and it screwed things up plus it makes things more complicated. Adding the concept of dimensions is similar to time travel in that it complicates things overly. The way I see it Scala ad Caelum is going to be either the final world, or Xehanort transforms the Keyblade Graveyard into Scala ad Caelum sometime mid game so there's a chance to explore it.
