Probably referring to Yen Sid, but that's such a waste of experience. There's no reason anyone'd actually do that. If a Master is so desperately needed, then you'd need more training not less.

He means that it's getting pretty difficult to think of reasons for Sora to start back at level 1 at the beginning of the game, when he's had enough experience to be level 99.
