It could have been that he himself created the cloak for his own protection, but since Luxu and the Master Of Masters already had this kind of cloak prior to Xehanort himself, then maybe this is just a type of cloak that has always existed? Cuz Diz just so happened to have one cloak for Riku and one custom made for Mickey to wear to protect against the darkness! So I really don't know!
