On the website there is no button for purchase.. https://store.playstation.com/#!/ja-jp/%e3%82%b2%e3%83%bc%e3%83%a0/%e3%80%90%e4%ba%88%e7%b4%84%e3%80%91kingdom-hearts-hd-28-final-chapter-prologue/cid=JP0082-CUSA05028_00-KINGDOMHEARTSX28 I think its because that's the Pre-order version of the game (it says pre-order at the beginning: [予約]) so since the game is already out there you can't pre-order it anymore, so I guess you'll need to wait for the Japanese Store to get updated with the full game.
