It is. All SOLDIERS are exposed to Jenova Cells, though SOLDIER 1st class sometimes had additional experiments done on them, namely Angeal, Zack, Cloud, Sephiroth and Genesis. Genesis also exposed his cells to SOLDIER members who followed him.

and cloud never was a SOLDIER 1st class. he thought he was because zack escapes with cloud, and when zack dies, cloud is right there and it is a reaction to the jenova cells which makes cloud build his personality around what zack's was like. thats why when aerith sees him, she is reminded of zack

You're all forgetting that SOLDIER probably doesn't exist in the KH universe and that Cloud and Sephiroth get their power from someone else

Considering that Jenova, SOLDIER, Shinra, Hojo, and Mako energy amongst others don't exist in KH, it's safe to say that it's just the design, especially considering how Cloud no longer has the wing in KH2. KH1 Cloud's design was based after Vincent Valentine's, remember? In FF7, Vincent's ultimate limit break causes him to transform into Chaos, and even though the designs are different, he still has wings. If anything, I'd say this is a likely cause of it.

See? Different people. KH counterparts of FF characters are merely based after them. They are not one in the same. The fact that Aerith has been gamesharked back to life should be a dead giveaway.

I heard about Aerith being dead before playing KH, so it confused the hell out of me to see why she was there. Thinking back...that was pretty hilarious ;D

The only reason Cloud has a wing is to show the opposition to Sephiroth. And in Crisis Core, only Sephiroth, Angeal and Genesis grow wings because they were Jenova Project experiments. In-depth direct exposure.
