    Welp time to sound like a smartass.From what theses descriptions are saying  the "lick" is most likely done in a menacing way or out of hostility.From what i remember of this episode Haunter did not have any harmful intentions.The only description that completely proves me wrong is that in Silver, but that's 1 against 3.
