If Xemnas's purpose for the Org was to have 13 vessels for Xehanorts heart in order to clash with 7 lights to create the X-Blade to summon Kingdom Hearts, why was Xemnas collecting hearts to create the fake Kingdom Hearts in the first place?

xemnas want the power within kingdom hearts, maybe MX want one of his vessel had that power(just random guesing)

because Xemnas realised that nobodies can cultivate hearts once again. He knew that other members (excluding Xigbar) would betray him, so he told them that Kingdom Hearts was only way to obtain hearts back. He made Kingdom Hearts so he could remove dark fragments of MXs heart inside other members and make them 13 darkness. Plan was of course foiled by Sora and others.
