Just you in the middle of nothing..ruled by the darkness. The lack of music or the sad and dramatic music really did it.

You just said everything I would have said.End of the World is far by the greatest final world. It has a great and scary looking scenery with an calm and frightning BGM. Another thing I like about the BGM is that it's a remix of the music used at the beginning of the game. When you're there it feels like you're walking through heaven but, it's a trap. The futher you go the closer you'll get to hell. The Heartless' Invisibles and Angel Star also makes the world feel like some mix between heaven and hell.
Another reason why I think this world is so awesome is because I was surprised when I found out about. When I first palyed Kingdom Hearts I was expecting the epic and hunormous castle in Hollow Bastion to be the final world. After finishing this world all would be solved and the bad guy would be defeated. But once you reached the top of the castle and defeated both Maleficent and Riku you had to chase after Ansem to this mysterious and creepy Heartless world.
Castle Oblivion was nothing special. In Chain of Memories it just like the other worlds, a bunch of blocks. In Coded it was still blocky and boring. All the rooms look basically the same. The only cool thing about the world is the field and battle themes. But it still doesn't beat the End of the World themes.
The World That Never Was was okay. The music was okay, the city area was okay, kind of bland, and the castle was kind of good. I can't come up with an ideas on how the castle could be better; it just doesn't appeal to me.
The Keyblade Graveyard was such a let down and the worst final world in my opinion. We had seen this amazing wasteland in the secret endings and later on seen some mountain terrains in the early BbS scans. Then, Kingdom Hearts Birth by Sleep finally came out and we could finally visit this place we've seen and heard about for so long. It had like four areas you could visit.
The first one is the Badlands which is a cool place to have some boss battles.
The next one is the place you arive at when you come back there at the end of the game. It's this small mountain range with a cool overview at some of the destruction caused by the Keyblade War. Something about this area kind of reminds me of the starting spot at the End of the World.
Then there's next area with the tornados. This place was bland and boring and the tornades was just annoying felt pointless. Didn't help to bring out the epicness of the world at all.
Then there's the next area which is a decent final rest area before the final battle.
And that's it. I was expecting us to be able to explore the world a lot more. The world felt very short and small. Maybe the problem is that I just expected to much. I still feel that it was let down though.
Another thing which bothered me was that it didn't introduce and new badass mega Unversed. End of the World had Invisibles and Angel Star, Castle Oblivion had Neo Shadows, The World That Never Was had Sorcerer and the Keyblade Graveyard had nothing.

And my second pick would definitely be The World That Never Was.

I got so scared the first time I got there. (I was 7)
The creepy atmosphere haunts you, and we even get to see all the worlds you visited before.
All all of the Heartess you find there keep getting stronger everytime you go deeper into that world.
It makes you feel alone while you're there.
