I had the exact same problem when that happened to me, it got so annoying that I just decided not to use the Drive forms against him.Ok have to Xigbar this because I have this little habit of getting into Anti and when this happens i'm running like a lunatic to try to dodge all of the bullets.

Demyx ,when I first played kh2 he was the boss that I got stuck with .
Data Demyx and Luxord also , they were a pain in the a**
specially Demyx data , he is annoying I kept losing without hitting him !
He keep summoning his clones hundred times !
Dance water dance !! ...kill the clones ....Dance water dance ...kill the clones ....Dance water dance .....kill the clones ....Dance water dance ....kill the clones then FINALLY we can hit him .

id have to xaldin i died at first but then i got really pissed and gave it my all i came out triumph.......hahahaha the next would be xigbar i got stuck for a long time cuase of him

I got stuck on Demyx forever because I was on a low level apparently and I could never beat him. Then I started the whole game over again to get to a higher level and then I beat him then, I love him but he was goddamn annoying.. I also hated the Xaldin fight because that one took me awhile also.

once you get reflega or reflecta or whatever xigbar was really easy and am i the only one who had trouble with siax...

As I've yet to play CoM I can't really say for out of ALL of them buuuuuuuuuuuuuut... from KH2 I actually died the most to Xigbar. Took me about 4 tries before I remembered I could skip the cutscene, then another 4 or so before I actually BEAT him... First time I'd ever turned into Anti form too and that just made it even worse...
Demyx was hell too though (could never kill those water things in time D<) so I guess it's both of them. :L

i hate Vexen sooooooooo much. When i was trying to beat him in Re:com, man, i just wanted to jump in the game and kick his butt. In kh2 it is Xaldin, his stupis annoying super move, i only survived thanx to mickey

I bet if I replayed kh2 I wouldn't have that big of a problem with any of the org. members.
The Xaldin fight was difficult, but I thought was very fun. Demyx wasn't too bad, except for timed water clones (i think I may have rage quit when I was little lol). Xigbar was a pain, I didn't know you could block his shots >_< The only trouble I had with Xemnas, was that I didn't know you had to press the triangle AND the square buttons to block his lasers. Lol I feel like a noob.
