I'd be stoked to see Yzma, Ursula and Scar get their own films. 

I gave my vote to Yzma because Disney owes her most of all, having gypped her out of her proper villain plot.  
 
For those who are unaware, 'The Emperor's New Groove' is a reimaging of a rejected script called 'The Kingdom of the Sun', a South American Prince and the Pauper of sorts in which Yzma wants to get rid of the sun because she faults it for the loss of her beauty. 
The song 'Snuff out the Light' as well as a few others on the ENG soundtrack are remnants of this version of the film.

I would love to see a movie based on the Evil Queen from Snow White.  I loved her depiction and backstory in Once Upon a Time and would be very interested to see what Disney would do with a movie dedicated to her.  I'm sure that she's not just plain and evil for the sake of it, as roughly depicted in Snow White.

 

A movie on Hades, though, would admittedly be very awesome. :D

I honestly can't choose, because I don't know how Disney would handle films based on their other villains! Maleficent worked because she was a character that had untapped potential, and since she was a particularly favorite Disney villain, many people might have wanted more insight on her character, thus, the "other side" of Sleeping Beauty that came to be many, many years later!

 

But with this being said, I wouldn't want all Disney villain films to have the villain be bad because they were wronged and have them turn good in the end, because not all the villains should get the same treatment like that, ya know? Some villains are just pure evil for the giggles, like Hades! I don't imagine the guy having been a sympathetic sort ever, so I don't really know!

 

All the other Disney villains have tons of awesome potential, but how best to portray that potential is what is at stake here, ya know?

Well, apart from Xehanort, I'd also like to see one about Hades. Greek mythology is rather interesting and the fact that he hasn't only been around since a few decades and paired with magical aptitude, it could be an intriguing choice. Of course it wouldn't be 1:1 accurate but I'd like to see what Disney would do with the mythological concept.

 

Or maybe I'm still too much involved with God of War recently and therefore biased as heck. :D

 

And I'm not too interested in some of the other choices. Some of them appear as though they would consist of a lot of boring drama like Lady Tremaine or Hans where it could become a somewhat pseudo-psychological narrative on how they turned out evil and for others it's also a bit pointless because we know how they end up in the movies. Though that's only my opinion since I'm just not one for historical drama of social standing and so on...

Kinda surprised less people choose Ursula, given her implied backstory that she used to live in Atlantica. Other than her, probably Scar, Jafar, Hades, and Yzma would be pretty funny.

 

But what about Dr Facilier? Seems like he would have an interesting backstory.

None of them. In my opinion, not every villain needs an origin story and why they're evil. It's more fun creating your own origin story of your favorite villain and have a lot of mystery to it. I love fun villains who has no origin story who has their own goals. Like The Joker for a example. Plus, it gives me more than enough reasons to root for the heroes and take down the villain.
